What is Fiscal402?

Fiscal402 is post-settlement fiscal infrastructure for autonomous commerce. Fiscal402 turns x402 settlements into EU fiscal determinations, UBL 2.1 accounting artifacts, and cryptographically signed fiscal receipts. Fiscal402 is non-custodial and does not move customer funds.

What problem does it solve?

Machine payments can settle in seconds. Settlement proves that value moved. It does not produce a fiscal record. Fiscal402 observes settlement evidence and emits an EU fiscal determination, a UBL 2.1 accounting artifact, a ledger row, and a cryptographically signed receipt.

What happens after an x402 payment?

x402 payment happens first. Fiscal402 does not generate HTTP 402, authorize the transfer, or control funds. After settlement, a merchant or integration POSTs evidence to https://api.fiscal402.com/settlements. Fiscal402 classifies the EU fiscal event when the facts support it, generates UBL 2.1, and signs fiscal402.receipt/1.0.0.

What is fiscal402.receipt?

fiscal402.receipt/1.0.0 is the frozen public object. It binds settlement, determination, FX and VIES summaries, artifact hashes, a canonical payload hash (fiscal402.sorted-json/1), and an Ed25519 signature.

How is a receipt verified?

Another system verifies locally with the receipt, the issuer JWKS, and optionally the bound UBL bytes. VERIFIED means cryptographic integrity under Fiscal402 rules. It does not mean tax-authority acceptance. The verifier source is public; it is not published to npm yet.

What is not supported yet?

Is Fiscal402 custodial?

No. Fiscal402 does not settle payments and does not custody customer funds.

Does Fiscal402 move money?

No. It observes settlement evidence. It does not initiate, route, split, or hold transfers, and it does not act as an x402 facilitator.

Does Fiscal402 provide tax advice?

No. Receipts are technical classification artifacts. They are not tax advice, VAT returns, or guarantees of tax-authority acceptance.

How much does Fiscal402 cost?

Free during beta at 0 bps. That is not permanently free. After beta the standard rate is 50 bps (0.5% of fiscalized volume). High-volume pricing is custom. Pricing is commercial policy, not an x402 split settlement.

Is Fiscal402 open source?

The protocol specification, JSON Schema, test vectors, and verifier source are public at https://github.com/Fiscal402/Fiscal402. The fiscal execution engine remains proprietary.
