Authorization, not a rail
AP2 is authorization / mandate / commercial evidence. It is not a settlement rail. A valid checkout or payment mandate is never proof that money moved.
AP2 can strengthen buyer intent, merchant identity, commercial purpose, and supply classification. When a mandate references a real settlement (x402, MPP, or another rail), both evidence sets compose into one FiscalEvent. The payment is not duplicated.
