Fiscal402 is free during beta at 0 bps. That is a promotional override, not a change to the standard rate. After beta the standard rate is 10 bps (0.1%) of fiscalized volume. High-throughput merchants, facilitators and platforms may use custom contracted basis-point rates. See Contact.
This is commercial billing, agreed separately. It is not collected by splitting the x402 exact transfer. x402 exact produces one transfer of amount to payTo. Fiscal402 does not invent native splits, does not sit as payTo, and does not hold balances.
Integer math: fee = floor(amount × 10 / 10_000). A calculated fee is quoted or accrued. It is not collected merely because it was computed. Settlement-integrated fee collection is not live.
