Fiscal402 is free during beta at 0 bps. That is a promotional override, not a change to the standard rate. After beta the standard rate is 50 bps (0.5%) of fiscalized volume. High-volume merchants: contracted infrastructure pricing. See Contact.
This is commercial billing, agreed separately. It is not collected by splitting the x402 exact transfer. x402 exact produces one transfer of amount to payTo. Fiscal402 does not invent native splits, does not sit as payTo, and does not hold balances.
Integer 50 bps math exists as a quote. Settlement-integrated fee collection is not live.
