Pair USDC/EUR on the production EU path, quoted at settled_at. The generic kernel also values settlement assets into GBP, USD, and CAD from injected/pinned historical quotes. A 1:1 stablecoin peg is never assumed. Missing quotes fail closed as fiscal_valuation_unavailable.
The fiscal core treats amounts as integer base units. The live FX path still requires USDC. Other assets return an unsupported-asset error on that path.
